Dear Joan,
Thank you for writing.
In your query you suggest that the motion to reimburse the
Boy Scout for the street signs was lost from the minutes.
I apologize for any confusion that might have occured at the
last Citizens' Association meeting. The unratified June, 2006
minutes that have been on radburncitizens.org for some time
do state the following under VIII. New Business:

a. Resolved, that the Executive Committee of the Radburn
Citizen’s Association provide funds to cover the costs
of the new street signs installed in the parks. The motion
was carried.
============
In regard to action taken, a generous, anonymous donor stepped
forward and repaid the Scout for the remaining sign deficit,
making any additional reimbursement by the Citizens' Association
unnecessary. So, action was indeed taken.
As to how the minutes are generated and maintained, the Secretary
takes minutes to the best of his or her ability at each meeting,
and at the following meeting those minutes are reviewed for
accuracy, corrected if necessary, and approved.
On all procedural matters, officers of the Radburn Citizens'
Association are required to follow the CA's constitution and
bylaws, and that's what we do. You may want to review these
